From his bulletproof penthouse suite, Mayor Craven sees the distant war in the Freelands.
His assistant, Ivan Westlake, asks him if he thinks they should intervene.
Craven says to let the savages fight it out themselves.
We discover that Craven is utterly disdainful of Westlake.
And that Craven has a special staircase installed in his bedroom, with his enemies concreted into the steps so he can walk over them.
He has left the top step empty for King Solomon, who damaged Craven’s leg and threatened to kill him one day.
He decides that the time has come to make a move on King Solomon.
